Fears of ‘divide and conquer’ in Trump’s HBCU funding boost

From University World News: “Substantial one-time US government investments ($350 million) in HBCUs and tribal colleges – with monies previously budgeted for Hispanic and other minority-serving institutions – have divided a section of the higher education sector … To qualify as an HSI (Hispanic Serving Institution) an institution must have an enrolment that is at least 25% Hispanic, while to be considered a PBI (Predominantly Black Institution), 40% of an institution’s enrolment must be black students … in (Solicitor General) Sauer’s judgement, the fact that only HSIs, PBIs or MSIs could compete for these funds amounted to the sort of race-based education policy that the Supreme Court of the United States declared unconstitutional two years ago … ”
